C.R.S. 22-9-106: Local Boards of Education – Duties/Performance Evaluations

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass has a personnel manual that defines an annual process
for teacher and staff evaluation. Teaching staff receives a Teacher Handbook each
September that outlines teacher expectations and responsibilities.

C.R.S. 22-32-109(1)(b): Local Boards of Education – Specific Duties/Competitive Bidding

Rationale: Carbondale Community School has requested a waiver to the Roaring Fork
School District policies on all bidding requirements and procedures.

Replacement Plan: Compass analyzes major purchases and contracts on a case by case
basis. All contracts must be approved by the Compass Board, and financial commitments
must stay within the Compass budget.

C.R.S. 22-32-109(1)(f): Local Boards of Education – Specific Duties/Selection and Pay of Personnel

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass is responsible for the selection and pay of personnel. A
salary schedule is in place for all certified teaching staff. Employment contracts are
executed annually. Staff is employed on an at-will basis.

C.R.S. 22-32-109(1)(t): Local Boards of Education – Specific Duties/Textbooks and Curriculum

Rationale: The Roaring Fork School District has agreed to waive its curricular
requirements upon the condition that the Carbondale Community School demonstrates
that students meet or exceed district benchmarks and have adopted standards aligned with
the state standards.

Replacement Plan: The Carbondale Community School has a detailed curriculum and
educational program that is aligned with state standards. The school uses several tools
for student assessment: direct teacher observation; student portfolios; QRI testing and
the CSAP. The School Accountability Report demonstrates the school’s annual academic
success and growth. Each September the Carbondale Community School provides the
Roaring Fork School District with an Annual Report and School Improvement Plan.

C.R.S. 22-32-110(1)(h): Local Board Powers – Terminate Employment of Personnel

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass is responsible for terminating the employment of any
personnel. Compass has an Employee Manual that defines processes for termination and
grievances.

C.R.S. 22-32-110(1)(k): Local Board Powers – Policies Related to Inservice Training and Official Conduct

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass is responsible for providing ample professional development
opportunities to staff, including an allocation of time and budget. Compass is also
responsible for establishing clear expectations for staff behavior.

C.R.S. 22-32-110(1)(ee): Local Board Powers/Employ Teachers’ Aides and Other Nonlicensed Personnel

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass is responsible for the selection and pay of personnel. All
staff are hired on an at-will basis. Compass has an Employee Manual that specifically
addresses issues of employment.

C.R.S. 22-32-120: Food Services

Rationale: The Carbondale Community School does not have a food-service facility and
does not offer food-service to students.

Replacement Plan: Carbondale Community School students provide their own snacks and
lunches.

C.R.S. 22-32-126: Principals – Employment and Authority

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass employs a Principal who reports to the Executive Director and the Compass Board. This position does not require a particular certificate to perform the duties specified by Compass.

C.R.S. 22-63-203: Probationary Teachers – Renewal and Nonrenewal of Employment Contracts

Rationale: The charter contract between the Roaring Fork School District and Compass
states that “matters concerning employment such as employee relationships and terms
and conditions of employment shall be governed by Compass and shall supersede the
requirements of any District policies or regulations.”

Replacement Plan: Compass is responsible for the selection and pay of personnel. All
staff are hired on an at-will basis. Compass has an Employee Manual that defines

C.R.S. 22-63-301&302: Grounds for Dismissal & Procedure for Dismissal
